Baltimore City 311 – Strong Urgent Version

Complaint Description:

I am submitting an anonymous complaint regarding active demolition occurring inside the North Hospital building (2nd Floor East Wing, near the Laboratory) at the University of Maryland Medical Center.

This appears to be a full interior demolition. Construction crews are present daily and work has been ongoing for several weeks. There is no building permit posted anywhere in or around the construction area as required.

This is an occupied acute-care hospital environment with patients, staff, and visitors present at all times. I have observed:
	•	Extensive demolition activity
	•	Significant dust and construction debris
	•	High noise levels adjacent to clinical areas
	•	Apparent removal or absence of fire alarm devices in the affected space
	•	No visible posted permit, inspection card, or life-safety impairment notice

If fire alarm devices or fire protection systems have been removed or impaired without proper notification and fire watch procedures, this presents an immediate life-safety hazard to patients and staff.

Given that this is a healthcare occupancy, construction without visible permitting and possible fire protection impairment warrants immediate inspection by Baltimore City Housing/Building Inspections and coordination with the Fire Marshal.

I am requesting an urgent site inspection to verify:
	•	Active building permits
	•	Fire alarm and fire suppression system integrity
	•	Required fire watch procedures (if systems are impaired)
	•	Infection control and dust containment measures
	•	Compliance with code requirements for construction in occupied healthcare facilities

I am requesting anonymity due to fear of retaliation within my workplace.
