Attached please find a recommendation for a 1H and Shield Damage Dealer Skill Line. This proposal does not change any of the 1H and Shield abilities currently in the game for Tanks or PvP. It creates a toggle system similar to those already active in the game. Here is a proposal for incorporating a One Hand Shield Damage Dealer skill line without impacting any PvE Tank or PvP build. This proposal implements a Toggle scheme that functions like the Armory System, Scribing and probably others already in the game. For example, when a player interacts with their Armory station, the make a choice as to which build they are going to equip. The options available vary from player to player and character to character. There may be 1, 2, 3 or 10 build options to choose from, only one can be chosen and all others are locked out after their selection. This proposal for a One-Hand and Shield Damage Dealer skill line works similarly. When a player chooses to build a One-Hand and Shield build the first skill available at level 1 is Puncture. Upon slotting the Puncture skill, an option window would appear with language that prompts a choice. Something like ÒSlotting this skill you have the option to pursue a defensive focus build (Protector) or an offensive focus build (Gladiator.) You may select only one, and this choice will determine the morphs for each active and passive skill in the One Hand and Shield Skill Line. A player looking to build a Tank or a PvP character will select the Protector option and will have access to the One-Hand and Shield Skill Line as it is currently in the game, nothing in this line has been changed. However, a player desiring to build a One-Hand and Shield character that is more of a Damage Dealer, will select the Gladiator option. The Defender option description for the Puncture skill reads as follows: ÒGrants Defender. Thrust your weapon with disciplined precision at an enemy, dealing 1161 Physical Damage and taunting them to attack you for 15 seconds. Also inflicts Major Breach on the enemy, reducing their Physical and Spell Resistance by 5948 for 15 seconds. The Gladiator option description for the Puncture skill reads as follows: Grants Gladiator. Thrust your weapon with disciplined precision at an enemy, dealing 1277 Physical Damage. Gladiator creates a Magical Spike in the center of your shield. Magical Spike deals 1050 damage based on your class and applies the applicable status effect: Arcanist=Magic [Overcharged], DK=Flame [Burning], NB=Poison [Poisoned], Necromancer=Disease [Diseased], Sorcerer=Lightning [Concussed], Templar=Magic [Overcharged], Warden=Frost [Chilled]. The morphs for Puncture if Defender is selected remain as they are currently in the game. The morphs for Puncture if Gladiator is selected are as follows: Pierce Armor: Gladiator: Thrust your weapon with disciplined precision at an enemy, dealing 1318 Physical Damage. Grants Knights Fury, granting a second Pierce Armor attack within 2 seconds at half the cost. Ransack: Gladiator: Thrust your weapon with disciplined precision at an enemy dealing 1319 Physical Damage and gain Knight's Focus for 5 seconds, increasing the Weapon and Spell Damage of your One-Handed weapon by 10%. If the enemy is already affected by Major Breach, this ability deals an additional 15% damage. Here are a couple other recommended skill and morph changes for the Gladiator choice: Shield Charge (Base Skill): Gladiator: Rush an enemy with your shield raised and ram them, dealing 1532 Physical Damage and stunning them for 3 seconds. Applies the Spike's class damage, applicable status effect and Sundered for 4 seconds. Converts this skill and morphs damage to cost Magicka. Blocking still costs Stamina. Invasion Morph: Gladiator: Rush an enemy and ram them, dealing 1533 Physical Damage and stunning them for 4 seconds. The stun duration increases by up to 50%, based on how far you traveled. Applies the Spike's class damage, applicable status effect and Sundered for 4 seconds. Shielded Assault Morph: Gladiator: Rush an enemy and ram them, dealing 1533 Physical Damage and stunning them for 3 seconds. When this ends, you gain a damage shield that absorbs 4609 damage for 6 seconds. The shield strength scales off your Max Health. Also applies the Spike's class damage, applicable status effect and Sundered for 4 seconds. Power Bash (Base Skill): Gladiator: Strike an enemy full-force with your shield, dealing 2555 Physical Damage. This ability's damage is considered Bash damage and interrupts the enemy if they are casting. Also, applies the Spike's class damage, applicable status effect and Sundered for 4 seconds. Converts this skill and morphs damage to cost Magicka. Blocking still costs Stamina. Power Slam Morph: With Gladiator active, Strike an enemy full-force with your shield, dealing 2639 Physical Damage. While slotted, blocking any attack grants you Arcane Resentment, which reduces the cost of your next Power Slam cast within 10 seconds by 50%. This ability's damage is considered Bash damage and interrupts the enemy if they are casting. NOTE: Resentment becomes Arcane Resentment with Gladiator selected. Arcane Resentment boosts your next Power Slam damage by 33% and causes it to fire a burst from the Magical Spike that deals class Splash/AoE damage to up to 3 nearby enemies within 3 meters. This can occur once every 10 seconds. Resentment remains as it is currently in the game if Defender was chosen. Reverberating Bash Morph: Gladiator: Strike an enemy full-force with your shield, dealing 1271 Physical Damage and stunning them for 3 seconds. After the stun ends, the enemy takes an additional 1271 Physical Damage. This ability's damage is considered Bash damage and interrupts the enemy if they are casting. Also applies the Spike's class damage, applicable status effect and Sundered for 4 seconds. Passives remain unchanged if Defender is selected. The Passives do change if Gladiator is chosen, Here is my recommendation for the Fortress Passive with Gladiator: Successfully blocking an attack reduces the Magicka cost of your next shield-based skill by 20% and increases Physical Penetration by 700 for 5 seconds (4-second internal cooldown). It is widely known that ZOS is working to increase or restore class identity. By incorporating class damage to the Shield spike, this helps enforce class identity. Arcane Resentment tweaks a current in-game buff (Resentment) to add AoE damage to the skill line for Gladiator only. Switching Shield attacks to Magicka serves a twofold purpose; First, lowers the pressure on stamina. Second, Allows Magicka builds to feel like a Spellsword. One key problem with this recommendation is resource restore. I recommend having One-Handed weapon Heavy Attacks restore equal amounts of Stamina and Magicka, but at a 15% reduction to current resource restore levels. I believe this will be beneficial for One-bar builds and allow new players who have not yet unlocked their backbar to have an effective mechanism for sustaining while questing. In general, I have added 10% to each skill that deals damage and have reduced Healing received, the amount that can be blocked and Damage Shield absorption by 10%. I have a table for each of the active and passive skills in the One-Hand and Shield skill line for the Gladiator skill line recommendation that I can provide if anyone is interested.
